Why do you have to? If you can't even afford the filter for the tank then I don't think you should have a salt water tank. The filter is just one of the many things needed for a successful marine tank.

yes it is possible to build your own filter but it's going to cost you more then buying one. You can build a wet/dry system which would be cheapest and even that would be probably over 100 dollars. Doing a saltwater in a 20 gallon tank is not advisable if you have never had a saltwater aquarium. It is not a cheap hobby. Expect to invest about 300 to 400 in the initial set up and about 50 to 100 a month after that in upkeep. Not to mention the fish are quite pricey. my advice is to really research and see if it what you want, if so then save up and do it up right. it'll save you so much money and so much headache if you do it right.

I just built a filter for my 75 gallon tank. It cost me less than 15 dollars for everything. My situation may be different than yours though, because i have a tank with holes drilled in the tank.
However, I just got rid of a twenty gallon tank--used it for a small saltwater tank. The filter for that tank was less than 20 dollars and didn't take up much room at all.
