Write about things people are interested in in an intelligent and insightful manner, and put similar comments wherever you can on other pages, including a link to your blog.
Seeing as you didn't even include a link to it when you asked this question, you might have to be alittle more proactive.

Well already you missed an opportunity to point people to your blog by not including your link in your question! I've seen this question asked before and hardly any of them included their link.
Self promotion is the cheapest and easiest option and can be as successful as you make it, but you MUST get in the habit of including your link in EVERY post you make. I post on a few forums occasionally and include my links in my signature so i dont have to keep re-typing it out. Also another somewhat sneaky way, is to look for the REAL popular blogs on various sites and post positive comments whilst leaving your link for them to take a look at when they get the time :0) and all the visitors to their page might just take a look at your also.
remember to pimp out your page at every opportunity!

cost effective advertising...Google Keywords is a good way where you pay for certain words so when somebody googles a word it brings your site up near the top of the search findings on google....other search engines have this too...It does cost money....
