Miller is English in origin. The USA and Australia have large migrant populations. Migrants often change their names when arriving in or becoming citizens of a new country. This was encouraged by governments at one time. Many people from Germany with the name Mueller changed to to Miller on arrival in the USA or Australia so quite a few Millers out there have German rather than English ancestors.

I would say British. Miller being the occupation. Many last names are derived from the occupations the people held.
