They are vastly different. A psychopath is an emotionally dead person who feels no human compassion and does not respond to emotional contact or cues. They are also not inhibited by normal emotional restraints, like horror or wanting to be accepted. So they are the people who do brutal acts, casually.
Psychotic means out of touch with reality. This is the guy who thinks he's Jesus Christ or someone who doesn't appear to think anything but babbles or screams or is just out of it. They may attack someone, but they're usually too busy trying to manage each second.

A psychotic is dysfunctional within himself and is often a victim of a world full of psychopaths.
Psychopaths prey upon other people, and turn them into victims and psychotics.
In my humble opinion, many of the Democratic politicians are psychopaths and/or sociopaths and the people that vote for them are extreme psychotics.
