Well i dont understand your question very much
what has expanding of the universe got to do with bodies to move?
ask it more clearly giving details

strictly going by the question asked, which looks incomplete, i would say that the movement of the bodies would itself be governed by the property of the universe to expand, without which the assumption itself would be falsified...in other words, bodies would move cause they would have no other choice in an expanding universe...

The main limiting force fighting expansion is gravity. Without gravity, body's wouldn't even be able to form...so they wouldn't exist on a level larger than quantum particles.
