Quite often, a little too often in fact, relief is filtered through agencies that each take a bit of the pie. In some cases, the food or other supplies are comandeered by those with the weapons and distributed as they see fit. Money relief goes through several agnecies and each one uses a bit for expenses. Airlifts, trucks and other transport do caost money. It is not a matter of simply giving and it goes magically to those in need.

fangtiaya has an excellent answer. The underdeveloped countries, most specifically, have corrupt governments and primitive distribution systems. This creates the opportunity for theft, personal gain, and general corruption by those in power and their cohorts.
