and where do i find help in saving them from people owning them?

definately illegal in most states. Timber for sure because they are endangered yet in the US. Some states, even hybirds is illegal.
What you can do: call or email your department of natural resources and ask if the person living at such and such an address has a permit for keeping timber or arctic wolves. Most likely they will not unless they are a zoo. Most rehab places aren't issued licenses for them either. When they say no, just say that you believe they have a wild ____ and you are worried for your safety/ think it is in deplorable conditions/they are abusing it/ etc, whatever the reason is.
they will then come and check it out, esp if a timber wolf. Even when you find an abandoned pup in the woods, you can not pick it up and drive it to the rehab center. You need to call the DNR to pick it up and transport it. I had a friend that did not know this and transported one. She narrowly missed a huge fine and jail time. The only reason that she did not get charged was because she called the rehab center first and left a message on their machine, and even then it was a narrow margin.

It is not illegal, however you have to have special permits to own wild animals. There are also wolf hybrids that can look very similar to full blooded wolves that are completely legal to own. There is a percentage of wolf blood that is legal to have in "domestic" pet dogs and each state differs in that percentage. I'm not sure of any organizations that you can talk to about wolf ownership, but your local humane society would be able to point you in the right direction in your community.

I'm not sure but my friend is about to get one as a pet cause someone advertised them here in Arkansas.

And it's difficult to keep them from people owning them because they are being domestically bred now.

I believe that any animal that is a 'wolf' is labeled 'wild'.... They cannot be domesticated.....and probably are not the best animals to own. I would thing they would present a problem to anyone coming in contact with them.

i know that they are illegal in Wyoming check with you local shelter they should be willing to help
