That looks like your upload speed, your download speed is considerable faster!
There are speed checking sites that will give you the numbers for that.

Consider your Internet feed of data like your water pipe.
You can change your faucet or sink all you want you will still have the same flow of water coming into it.
No, there isn't much you can do to speed up your internet besides signing up (and paying) your ISP for a faster line, however, you can upgrade on memory which help process your programs, you can uncluster your PC and clean up your temporary files.
