There is no way to 'send' millsbucks at millsberry.com but if you want to give millsbucks to someone have them purchase a worm at the bait shack (it costs 1 MB) and put it in their YardSale priced at the amount that you want to give them. Then you can buy the worm and they will get the millsbucks.

Here is a easy way!:
1. Have the person put a worm, soggy boot, or sand in their yardsale
2.you buy it
If you want to send 3,000, simply tell the person to sell the worm for 3,000 and you buy it.

I couldn't swear to it, but I am pretty sure that you can't. Of course you can sell things that cost millsbucks, but I doubt that you can send millsbucks.
