It is a very sentimental tool that needs warmth all the while. In cold it shyies from coming out. B' coz the numerous blood vessels are frozen. Try some warm rubbing & it won't mind standing up...

Because the blood has to go to the more important places in the body, the internal organs. That penis is not on the top priority list when it's cold. Great question!
