I do believe so with regards to cats, dogs, & birds. As I have them myself.
My dogs & cats seem to understand what I tell/ask them.
The dogs do the exact same whine & look at the door. Both will look up at the tap then look at me for a drink, when I ask if they'd like a drink they wag their tails like mad!
My cats, are even better at letting me know what they want. They do make different miaows to go out, feed, start a scrap etc...

If you think about it...your 2 examples are really the same thing..... : )
cat can mew if it wants to go out but is it saying 'let me out' or making a sound signalizing that it wants to go out
If i said "I want a glass of water" in Spanish, then did I say "I want a glass of water" or did I just say something that means "I want a glass of water"? : )
Many people say that Animals communicate telepathically with other animals and humans.....it is called intuitive communication.....

Most animals appear to have some way of signaling to other animals, both of their species, and others. Different sounds, are used as warnings, or pass information. Body language as well is used. If you watch a squirrel, you see them apparently communicate with their tails. This could go on for each species, but I think you will understand what I mean.

They have not yet fully grasped our language but I do think they have some speech. I was once on a sledge with some Huskies and I couldn't get them to understand a thing until I realised they came from Sweden. This is true

Personally I think that they aren't saying it but the noise means the same thing. My chinchilla doesn't have a convo. with himself about the hay or his food but when he really likes his treats (especially raisins) he does soft chirps. On the other hand when my friend tried to feed him a pellet that fell out of the cage (poop) he made a different sound and threw it at her.

Every living thing has it's own language,wouldn't it be great if we understood animal-speak?I could sit down with my two dogs and ask them why they have spells of not wanting to touch their dog food and why only the most expensive ham from M&S will do!

They are saying somthing. Try looking at facil exspreasions. If the are facing the door, Wants to go outside have you feed them? mabye they are hungry. If the just hurt themselves they could be saying HELP ME, if they do that HELP THEM

i believe they say something but always say the same word.
My cat has the same meow for "i want to go out", "i want food", "i want love". but i can usually understand which he is trying to say.
i'd love to know what they think & what they decide to do each day.

Of course they are saying something when they bark. whine or howl.
My Pooch really tells me off when I come home later than usual.
She comes and tells me she wants to go outside to Pee and when she wants a walk.

my cat goes too the door too go out and if you dont see him he really meows loud too let you know he wants out .and too come in he pounds on the screen door till you open it ! yes they can make noise too let you know what they want lol
