The late J.D. Sumner had the lowest singing voice and was in the Guinness Book of World Records I believe. He was a gospel singer with The Stamps, Blackwood Brothers, and was also a backup singer for Elvis Presley. The lowest voice still living would probably be Richard Sterban of The Oak Ridge Boys who, ironically, was also a singer with Elvis Presley.

I remember J. d. Sumner was singing and the show stopped and right in the middle of the song (he was doing a solo part where he would go real low) and all the guys in the group and a lot of the band went in to applause because he had sung the lowest pitch that had ever been performed and I think breaking his own record... Surely there is a copy of that somewhere. If I remember correctly it was when he was performing with the Blackwood Bros... Maybe some one will read this and remember better, and perhaps I have the wrong name, but this is the way I remember it...
