should issues of morality are best regulated by legal or non-legal rules?

Non-legal, because many societal mores are not universally accepted by everyone! Just because your morals say a person should not be allowed to consume alcoholic beverages, many would feel there is no problem or even endorse such behavior!
The answerer above feels that not only are your mores suspect, and not as good as his, that you are also dishonest which is another moral flaw!
i see prejudging people as a moral flaw!

half and half. Morality needs to be regulated by rules to an extent, but not that much. Such as killing being illegal. That is morality being regulated laws and i am pretty sure everyone thinks that law is correct. Also with pedophiles, another morality thing regulated.

However we don't need to regulate when people can have sex such as before or after marriage

We can not trust that society will play by the rule books just because it is the moral thing to do.

Non-legal
I don't need any laws involved if I want an abortion, to cheat on my spouse, have gay sex, or anything that doesn't hurt anyone else.

We all have different definitions of morality.
