Try Maybelline eye liners.. they will not smudge.. A friend of mine uses this and it looks great and is smudgeproof. Also before putting on your eyeliner use a little face powder or a little foundation. this will absorb the oils that usually make the liner run.. then apply the liner very very close to your lashes.

Another suggestion:
If u can afford a branded one go for MAC smudgeproof eyeliner pencil. i have been using this and it is absolutely great.!
Good luck!

The only eyeliners that won't smudge are waterproof liners. Problem with waterproof lines is that once you use it, you can't correct mistakes unless you completely remove the eye makeup with makeup remover- which means you will also end up removing eyeshadow, etc. The nice thing about non waterproof eyeliner is that if you make a little mistake while applying it, you can just smudge it a little bit or erase it using a Q-tip and start again. The secret to keeping eyeliner on the eye itself is to first prep your eyelid. If you use a light translucent powder and then a good, non-oily eyeshadow, the liner will stay right where you want it to stay. Plus, the translucent powder on the lid and directly under the brow bone will act as a sort of non-stick surface.

use a lighter to "burn" the liner just for like a second and then apply and fan it with your hands till it dries. Dont heat it too much or you will get a nasty melted mess! Also if you have some cork around you can burn cork to use as eyeliner and it stays better.
