The system needs to be designed to handle 110% of the largest volume of flow. You do not want to underdesign the drainage because it will result in flooding. Depending on where you are discharging too, you will need to compensate for changes in elevations. If you are at the bottom of the hill, and there is not anyplace to discharge to, you will need to include a pumping station to lift the water.
