Congress cannot pass such a law and the President could not sign it. Such a move would require a Constitutional Amendment which would first have to be passed by Congress then ratified by the states.

Either you watch too much TV & don't pay attention, or have friends who give you distorted info. The response about it requiring an amendment is 100% accurate.

It gets discussed by folks on political gap shows as a what if type thing. Arnold has never indicated Presidential aspirationsm but others enjoy debating it, it was the same way 30 tears ago when some folks wondered aloud if Henry Kissinger would be a good President.

He was Secretary Of State , a skilled peace negotiator & brilliant man......far to smart to want the thankless job of being our leader!!

No. The Constitution requires that the president be a natural-born citizen. Now, this does not necessarily mean that the president must be born in the United States, but rather that he/she must have US citizenship from birth (i.e. birth abroad to US parents).

No, only a citizen born in the United States can be president.

Obama was born a USA citizen, His farther was from Africa. No change in the Law. And anyway, it would require a change in the constitution.
My memory is fuzzy but I think that requires:
75% of Senate
75% of House
Signature of president
And approval by 75% of states

Very, very difficult not likely in our lifetime.

No. You still have to be US born to reach that office. Any other office you don't. But you have to be a citizen for a certain amount of years.
