It depends on if you want fiction or facts. Gone with the Wind is definitely a bestseller, and it takes place before, during and after the civil war. It is a great book! "Across Five Aprils" by Irene Hunt , "The Red Badge of Courage" by Stephen Cranethat and recently made into a movie is "Cold Mountain" by Charles Frazier. They all are good books although "The Red Badge of Courage" can be a tough book to read.
It you want facts then you want "Battle Cry of Freedom: The Civil War Era" (Oxford History of the United States) by James M. McPherson also "Drawn with the Sword: Reflections on the American Civil War".

Gone with the Wind is a good answer. One could argue that, though set during the Civil War, it is not about the war, pre se. So if that doesn't help you, try, of "classic" vintage, Stephen Crane's "The Red Badge of Courage"; of more recent ilk, "The Killer Angels" by Michael Shaara.

Depends I guess, I see a lot of people said "Gone with the wind" but anyone who had to read it in high school would probably say "The Red Badge Of Courage" by Stephen Crane
