It would depend on how old she is, what kind of tool it is, did she want it for keeps or just to use.
Does she have knowledge on how to use the tool. is it a electric tool or manual.......There is no YES or NO answer..........It's a set of factors and circumstances..........You don't give a 3 year old a circular saw........It all boils down to good or bad parenting.
