"thin" the black population? I recently heard this "conspiracy theory " and at first saw nothing to it . Sure the government doesn't control the weather but do you feel they could have done more prior to katrina to avoid such devastation , do you think that it was intentional and do you think if it would have been pricey " white owned " real estate would it have been better protected? I am sure this will get blood boiling.

Well, first of all, last I heard more white people died in Katrina than black. That poor blacks aren't coming back to New Orleans is a different issue. They are finding opportunties in other states that they could never have dreamed of in New Orleans.

Incompetence, especially where those who were responsible for keeping up the levees is concerned is where the government should be blamed for anticipating and minimizing property damage...and that was a function of the state and local government.

Beyond that, I don't see what anyone could have done to protect the property from such a fierce storm. That's not to say other mistakes weren't made...but that wasn't one of them.

The federal government might be able to control a lot of things but a hurricane is not one of them. New Orleans lies in a basin below sea level. Everyone knows this. But the powers that be in New Orleans still allowed sub standard levees to be built and looked the other way when the money that should have gone into building better levees went into politicians' pockets. Everyone knew it was only a matter of time before the inevitable happened.
On the night Katrina hit a barge became dislodged and the wind and water swept it into the levee. The result was the flooding in New Orleans. And now who gets to fix this? The American taxpayer as usual. How many politicians in Louisiana will have their hands out now to look the other way? The answer...most of them.

First you are totally wrong about our government controlling the weather. It is a well know scientific fact that they do and can control the weather any place and at anytime they wish. Russia also has the ability. Sorry to pop your bubble. 100's of articles available on the net.
The Hurricane was completely fabricated and did exactly what it was created to do. The reason .... to remove the Blacks from land that is wanted by certain Big business Groups.

While it is hard to not think conspiracy in every event due to our history, I can't see anyone at any level of government doing what you are asking about. Probably the biggest lapse in judgment was at the local level and that is majority black. I cannot imagine anyone in New Orleans, Baton Rouge or Washington saying "Hey, slow down the rescue efforts - they are black/poor/whatever".
