Yes, if you're not paying your rent, or if you've done something else to violate your contract. A mother of 2 kids should be responsible enough to make sure that her kids have food and shelter first before anything else.

If you have breached your tenant agreement, then yes.
If you cannot pay the rent due to financial circumstances you either need to apply to the state for assistance or move to more modest dwellings.

Absolutely. Just because you chose to breed it does not mean you get free rent. You are given some latitude, but not much. Pay your rent.
