I am planing to download music however i don't know whether some companies have a download licence. Like ITunes, you can download music for a price, but you will always be safe and it isnt illegal. I found this site called SoulSeek and it is incredibly cheap.
However does this site have a downloading licence like ITunes?
or is there a way for me to find out?

The sad thing is, if its cheap [or free], it will either fake its license, or is a downloading site of people sharing their music files that have been purchased from a licensed site.

i download all my music with Limewire. its a free file sharing network. u can look it up download the trial an then use the trial to download the real version (biggest loop hole or what?). and technically its file sharing so i don't think its illegal, if that helps
