The actual festival/parade day is August 6th (it is always the first Monday in August). The other events revolve around it. Cohobblopot is the night before (Aug 5th), Calypso Finals are on the Friday (Aug 3rd). Party Monarch, however, is the week before on Sunday, July 29th. So if you are planning for 2 or more weeks, you would want to come in late July (or sooner if you have more time). If you only have one week, you would want to skip the Party Monarch Finals and perhaps come mid-week in time for some of the bigger fetes/parties. From Tues/Wed is when the larger crowd comes in & you will still get a week's worth of non-stop activity.
