It has a matching feature by the employer. So is it a 401k or an annuity or either?

It's both....Now that the rules have changed it's essentially a 401(k) that has been invested with an insurance company. TIAA-CREF is an insurance company that services the education and research community exclusively. They offer basically the same services, investements, plan types that everyone else does. They just limit their marketing to the above groups so their message is tailored to fit.

Look at it just like a 401k but with slightly higher fees and better educational materials.
