charged comb polarise the neutral comb. (negative charges, electrons, accumulates on one side and positive on the other to some extent). small small diapoles are formed, which are attracted by the comb.

All charges on bulk matter like comb are created by the transfer of some electrons the lightest charged particle of any matter from one matter to another. Where there is excess it becomes negatively charged and where it is deficient that matter becomes positively charged. Normally matter is electrically neutral. When a charged comb say positively charged,is brought near a small bit of paper, it produces the movement of electrons in the paper towards it. This movement makes the end nearer to comb negatively charged and the other end of paper away from comb becomes positively charged. This phenomenon is called electric induction. There is force of attraction between comb and the near end of paper and force of repulsion between the far end of paper and comb. The force of attraction thus is higher than force of repulsion because the distance be teen the comb and the near end is smaller. The paper being light gets accelerated, gains velocity and move towards the comb showing attraction.
