The answer given by London 2007 is obviously correct.
However the Public School system in the USA is several eons behind the system in London, England.
In the USA, such a child should be sent to a good Private School.

Holding a child back, which was called failing that grade in the past, is often the action taken by educators and parents that have not identified the primary reason for the childs failure.
The first assessment should be on the physical capabilities of the child, such as eye sight, hearing, mental capabilities. After physical disabilities are eliminated, which is usually not the problem. The childs behavior should be assessed. Children that fail in elementry school are often products of poor parenting, and the inability to stay on task. Because they have never had to complete task, they lack discipline, respect for others and are often disruptive to the learning environment.
Holding these children back, without addressing the primary problem does not help the child or the next teacher and classmates that will be forced to indure the same disruptive behavior.

Australia generally does not hold kids back unless they have a learning problemAs a volunteer helper with reading I dont know how some kids get through the system .There were grade2 kids reading a very basic level .If kids need to be held back then it should be in the junior primary years where they focus more onreading skills. Some kids did improve with their reading.I dont know that some parents wont agree that kids struggling with reading in the early years stay at a level where they can read competently until they are able to move up.Too many kids are failing the system. My deepest desire is to see all kids have a grasp of reading and spelling. No Iam not a teacher only a parent of a very bright 12 year old daughter

Moving a child ahead when they are not grasping the material could cause far more severe problems like future failures because knowledge builds on previous knowledge, unemployment and a belief that you can get things handed to you without any effort.
You can address self esteem problems if they crop up. Failure to learn or learning the wrong lessons can be very harmful.

i like the way it works in London, a child is never held back she/he just gets extra help (class room assistance) to help to catch up if there is an underlying problem i.e dyslexia there is the study centre children can go to after school if they want i think being held back could make you feel inadequate and other children will all know the Way it is done in the UK is very clever and other children don't need to know because the help is available to all children who feels they need it.
i am dyslexic but i found the help at school fantastic and my friends never even found out until i told them.
and what happens if the teacher just takes a dis like to a child we know this can happen.

Not being properly educated is harmful, just being promoted because social reasons is wrong. This will harm the child in the long run. promotion should be based on competence not on anything else. Think long term!

I'm sure it could be, but on the other side of the coin, don't you think being known as the dumb kid in class is equally if not more harmful? And other kids do know those things and unfortunately take advantage of if as well.

My father was held back twice because of extended illnesses that made him miss classes. He made it okay, but I think he always had a self-esteem problem, possibly stemming from this. The upside to that, if there is one, is that he always tried very hard whatever he did, and was prone to overachieve all his life.
