What is the "action bar" I have to use to extend the life of my question?

Can you provide say.... what you're talking about? Also, maybe where you heard of an 'action bar', in the aforementioned application/program?

I am only assuming at this point you are talking about Yahoo Answers. If not, please elaborate.
