I hid behind the bush just outside the wall of the back garden. It also helps to be invisible and sneak. Take a potion or alternatively if you have a combined fame/infamy of 10 or more go to The Jone Stone. its north of Skingrad and east of Sanguines Shrine. This is a tall stone with red writing surrounded by other stones in a circle. Activate between 6pm and 6 am and it will give you Jones' Shadow. A cool Invisibility/sneak power to be used once a day for 2 minutes.
Once you have this activate by the bush just before 8pm and sneak. You'll catch her putting the meat there!

i have it on 360 but i presume this quest will the same... after dark you have to follow her around but keep ur distance else she will just walk round normally... it took about ten minutes of me folowing her for her to put the meat down so just be petient... and when you see her put it down confront her about it. Hope this helps.
