Well, take the piece off paper off. Clearances inside a CD player are tight and you may be stopping it from rotating. Of course, you did not put it on the plain shiny side, did you? That's where the music is.

Try removing the piece of paper and see if the CD works. Depending on the CD, the laser might be reading through it and the paper may be mis-aligning the reading of the CD. For those folks that like to add labels, it's a bad practice. The CD spins at such a high speed, it can easily be eaten up and ruin the CD or even the drive!

Below is a link to some good CD labeling practices.

The laser is impeded. The CD surface is covered in pits which represents the digital data on the disc. By sticking on a label you are covering over these pits so the laser of the CD reader cannot scan over them like they should. The manufactured printing on CD as specially done as to not interfere with the CD laser job of scanning the CD

Take a paper towel and soak it in alcohol, Lay the CD on it play side down let it dry then take the towel and wet it again and wipe the disk with it clockwise till clean.PS no more then 50% alcohol so not to damage disk..

The top part of the CD is very important, because it is vital to the "reading" of the CD by your CD player, so if you got some kind of adhesive stuck to it, it won't work unless you remove all of it, and even then you may have to get rid of the CD. CD's are pretty fragile!

well, don't stick a piece of paper on your CDs next time! ;-)

PS - you probably put too much glue...
