Not being a film student, the only one I can think of is having it in monochrome might make it less acceptable to the Technicolor-spoiled public. The reason the girl's jacket is in color is he wanted to make sure that element caught our attention and to ensure that we understood the actions that occurred during that time. Even children were not safe.
I personally can't imagine the film in color. I think the monochrome aspect emphasizes the seriousness and historical value of the story being told.
