The question you ask, really has 2 answers. The Military originated and owned the original internet (ARPANET) at that point, they could just flip a switch and shut it down, but it was not in the Pentagon!
While the military does not physically control the hardware anymore, 90% of computers run on the windows operating system, which the US military does have a back door into!
What many should have garnered during the early days of the Iraq war, is that even though the US military does not have physical control of the hardware that runs the internet, they did control what people were allowed to see and where they were allowed to go on the internet!

No.

Originally, the internet started as a way for universities and think-tanks to communicate with the military, for whom they were and are doing research.

But now the internet is all of us. Servers all over the world. I host a site from one of my machines so that makes me part of it too.

There is no "Big red switch" that somebody can throw and shut it down.

Every phone line, every TV cable, every satellite frequency, carries the signals that we call the internet. It' not a thing - it's an entity - based on technology.

that is not true at all. the internet is run by seven servers across the world. those servers then split in thousands of servers, then those servers into more servers than then to your computer. one could ever shut down the internet if they tried. cuz if one server goes down another one will still be working. so shutting down the internet is something impossible... well i believe so...

Internet is not based somewhere :)
On 9/11 I was online even when that plane hit the pentagon.
There are servers everywhere. NOT ONLY IN US. :))

Considering the Internet was invented at CERN, a science reseach organization based in France, I would say no.
