Well, the best time would be to have a look during a meteor shower. There are loads of these a year - check out the lnk below for dates.
As of how....well, you need to be in a remote a place as possible - street lights or any light really anywhere near you will dramatically reduce your ability to see anything in the sky.
Get comfy and wait 30 mins or so in the dark for your eyes to adjust and youll be able to see loads more than when you first started looking :)

You can usually see a shooting star almost any night. The best time is between midnight and dawn. Look toward the east or southeast.
There are repeating times each year when the Earth passes through areas in its orbit that have more dust & debris, causing an increase in the number of shooting stars for a few days. These "meteor showers" are given names (such as the Gemenids, the Quarantids, the Perseids) that indicate where in the sky they can be seen. The next major shower will be the Lyrids in mid-April (called "Lyrids" because they center around the constellation of Lyra).
Do a search for "meteor shower" online.

its not actually a star,but its a meteor a rock from outer space which enters the earth because it vacuums from earth's gravity. just look at the sky up night when its all clear. actually it happens every night,i would also suggest that you will visit a website in link with your question justlike www.astronomy.com.so that you could see their updates with regards to astronomy and latest news if there qill be a meteor shower or not.

It happens once in a year when most of the star come closer to the earth then really they are now.. that night you can watch many stars shooting at the same time.. get NASA website at your desktop for that date...
