No it is not because it is a statement yo are saying and not a question so therefore does not need a question mark and also would need a capital letter reading like this. This is bilhar from where Buddhism had spread all over the world. but here are other things wrong with this statement.

Yo can never have spreaded so you need work on this perhaps try:

Is bihar a place or a name? If so it would need a capital letter.

The from is redundant s not needed here.

It actually would read better if you wrote. Bilhar is the place where Buddism spred all over the World.

Or Buddism spread from Bilhar to over the World.
You get the pictuare good luck keep at it. it is a fascinating subject to tackle.

This statement is grammatically incorrect because it is "Factually" incorrect. Buddhism originated in Bihar- is the fact and it then spread all over the world. So you cannot "spread from" a geographical location in this context. The right way would be This is Bihar, the place where Buddhism originated from and spread all over the world".

Correct usage would be:

"This is Bihar, from where Buddhism has spread all over the world."

(Some people, if they are being very formal, might say "from whence" instead of "from where"; "whence" is technically correct, but not a commonly used word.)
