There are roughly 300 million people in "America" (assuming USA), Estimated population of the entire world is 6.5 Billion.
Very rough estimate is about 4.5% but this assumes alot of things.
America has a much lower average children-per-household than many other regions. Many third world countries have virtually no birth control, so they may have 5, 6 or more children in a household, whereas 2 or 3 is more common in America.
America also has fairly low infant mortality rate, so there are more babies born in other parts of the world that die quickly. These do not count towards the total population of the Earth, but they are births that do not happen in America.
So the actual chance is probably more like 1.5-2%

Assumptions:
US Population: 300 million
World Population: 6500 million
Average world birth rate ~ 20 births/1000.
Average US birth rate ~ 14 births/1000.
The total number of births is 6,500,000,000 * 20/1000 = 130,000,000
The total number of US births = 300,000,000 * 14/1000 = 4,200,000
So your chance of being born a US citizen is:
US births divided by world births =
4,200,000 divided by 130,000,000 = 3.23%

For me 100%. This requires abit of math. 400 million over 7 billion should give you the percentage, yet this does not take in falling birth rates in the states. 5% chance.
