Have you tried the public library for old phone books? Genealogy society? Maybe the telephone company would have back issues in some sort of library. There might also be a city or state agency that currently licenses homes that would have records, maybe the city social services department. Maybe try checking with some older ministers and social workers to see if they can remember what homes were operating then.
