Not the president. Indira Gandhi, the former prime minister of India, removed the hunger of the poor through "Garibi Hatao" - green revolution. Since then there is no shortage of food in India. Other part of the poverty remains.

the only 5 year plan i'm aware of was Joseph Stalins, and he sure as hell didn't remove poverty. Many peasant farmers died of starvation during his 5 year plan
