Vancouver is cool and rainy in early March. So, I was wondering, which is best, a nylon parka or a down filled jacket? Which would be best for the rain, and also for warmth?

Vancouver is not cold, rainy yes. No parkas are necessary. A down filled jacket would be fine, or a rain jacket and wear something warm underneath, like a fleece or sweater.

A parka would be overkill. You might want a light winter jacket for the colder days. You definitely need an umbrella! It's important because even if you have a waterproof jacket, your shoes will get soaking wet otherwise, and everyone carries an umbrella there.

Vancouver has had more snow and storms than usual this winter, so as March is only 6 week away I would still take some very warm clothes.

what's to cold us westcoasters is not cold to the rest of the world. The most important jacket is one that's waterproof...and one you can put layers under.
