What do i need to have an internet connection everywhere?

Why can some poeple get an internet connection ANYWERE, not only in like a starbucks but on the street, what do i need to get it? how much is it? a link wuld be helpfull.

most are useing cards and services that are bought from cell phone companies, call the one in your area that claims to have the largest reception area

either by wifi or broadband internet card which is expensive
