I used to have the same problem, because most men's stores start at 30 or 32, and children's stores stop at 20! so where do people go to get jeans in the middle? Well, American Eagle starts their jeans at 28. A lot of their clothes are "in the middle" sizes, between children and adult! Plus their jeans are really high quality and they are not expensive at all! a good pair is like $50! also, DKNY makes smaller size jeans, and also Mavi. Those are a bit more expensive though, and the length can be a little long so you gotta get them stictched up so they don't drag on the ground! hope this helps! some of the other ansers were kinda whack!

You might try J C Penney. My son is 21 and I have to order him a 30x36. St. John's Bay usually carries some odd sizes.

a 28 inch waist is a 28in waist... the hips might be larger though a 32in leg might be a little long, but it's ok
