Gentleman, To speak and write English is very easy subject to your following my guidelines because I was also ignorant of English language. Nobody was there to guide me as how to improve the english language. I followed my own method then I am succeeded. First of all purchase one "Wren & Martin" grammer book. First try to improve your English Grammer. Though you will find it little hard at the begining but in due course you will find it very interesting to learn grammer. You should learn grammer of your own. In case you do not understand any thing at certain point consult the senior. I do not think you will need such a help. Because "Wren & Martin" grammer book is arranged in such a manner it is very easy to learn.

Secondly, you should read English story books. Of course you will find at the begining understanding the story will be somewhat difficult but you will start liking the story slowly.

Thirdly Read everyday English newspaper. You will find lot of words will be new to you. When you see a new "word" you read it three times loudly. Leave it there. You will come across those words many times in future when you need newspaper. In due course you will start recognizing the meaning of the word of your own. Further keep a dictionery by side so that you can refer for meaning of the word.

In this manner within two years you will master the English Language. Further there are books called "POWER WORDS" on English Language. For example if your take the word "Tele". Tele means "Distance". Therefore you are getting so many words out of "Tele" i.e. Television, Telegrah, Telephone, telepathy etc.,

Please follow the above you can master the English Language.

The way u have framed the question shows that you need to acquire basic skills in the use of English grammar and spelling. It may take a month for you if you practise them daily. Then go ahead and join English language fluency classes. There are really good centres in Delhi.

Well, in India, we lack good English communication and writing skills. The later is dependent on the former. One more perspective that should be taken care of is our tendency to transform Hindi to English word by word.
I felt confident speaking and writing after i had read Reader's Digest, Wren and Martin and India Today. Reader Digest describes everyday events which makes you familiar with words and expressions that are in daily and informal use. India Today will help you speak well with any communication outside home or outside informal dialogue. If you want to build your literary skill to the point of writing book or article in some magazine, you should read classics( mostly they are part of M.A English course)
To cover Hindi to English transformation correctly, try reading MBA course material, or watch films having English subtitles or chat with someone who's done his/her education from USA, UK, Australia etc etc.
Us Indians must work more on Hindi to English transfromation as some rules that dont apply English are applicable to Hindi and vice versa. Eg, Lets take consider this 'I oil my hair regularly'. We Indians tend to say 'I put oil to my hair regularly' not realising that 'oil'(and many more such) could be used in English as noun and verb both.
On last note, dont let anyone make you feel inferior just because you are not fluent. Fluency comes with practice and perseverence. You should enjoy your effort like you enjoy exercising or watching T.V. All the best!

Read interviews published in newspapers/magazines/periodica... of the language he is interested just louder as to listen to him. This practice works out in different ways:
1. reading louder makes the person to listen also thus doing 2 things at a time, i.e., seeing and listening
2.reading makes the reader familiar with several words day by day thus strengthening him in word power which is a must for speaking effectively.
3.Once he becomes familiar with particular words, has to try to understand the meanings of those words. During this attempt let him watch interviews on TV so that, that watching gives him a chance to understand in using/pronouncing those words in proper manner
4.The next step is to keep talking to his nearest ones as to avoid discomfort/inferior complex if any mistakes took place while speking. Better to talk to persons/friends who could be capable of correcting the mistakes.
5.Try to write those words/sentences what he spoke to friends will gives double benefits, like remembering those words and increase in self-confidence level
