A 'silly chill' is something you feel when you experience something really silly. I get the feeling when I see bad acting for example.

not to be too crude, but I've known this term as a "douche chill" in that you get so embarrassed for someone being such a "douche" that you shiver.
For me I get several during awards shows when presenters scripted banter goes just sooo terribly wrong.
Watching both celebrities and 'civilians' on TRL will do it for me as well.

People usually say it is when some one walks over your grave, which i have never understood if you are not buried yet, but if i'm right in thinking you mean when you get that chill that makes you shiver, sorry if it's not what you mean.

When it's chilly and you have to pee and you do that weird pee chill thing.
It is not very funny if you share a bathroom with a 7yr old boy, however.
