you will find serval temp files on your pc in various locations.
some progarams use them as a temporary storage and then forget to delete them
be carefull about ***** nilly deleting temp files in your documents and settings folders though as you might loose something important.
most other temp director contents are normally safe to delete

Temp files are Temporary files stored on the Hard disk during Internet access.
The webpages are downloaded temporarily to the Temp folder from where it is accessed by the Browser
After the connection is closed or after Clear History the temp files are deleted automatically by the System

programs that run on computer, might need to store some temporary data for internal calculations. this data is usually stored in memory but in certain cases program need to store at disk as well. like if data is large and have to be stored in a temp file, program need to create some output file and that file initially is created in temp folder and all the data is stored in it during the program execution and once everything is successfully done then program move it to destination folder/place etc. This is necessary as in case some error happens or user cancels the operation so program will simply close/remove the created file in temp folder. So it is a way of storing data for internal execution of program. once the execution of that particular operation is complet file is move to its destination and nothing should be left behind in temp folder.
Any program/software can create temp files, usually there is no visible association of these files with these programs, I mean if you see the templ folder you can't say that this file belond to that program. only program knows what temp file it has created. Ideally programs should not leave any temp files behind when they are closed as this is not a permanent storage. but some files are left behind caz of some errors in programs where programmers forget to remove the temp files, or if a program was crashed/terminated abnormally and it did not get a chance to clear up the temp folder.
these temp files are not the headache of a computer user rather a programer should take care of this issue but exact answer to your question is that programs only know what files are related with them, no rule, association or standard exist for this relation. any program may or may not create a temp file. usually the name of these temp files are also not meaningfull.

In case of IE / Internet
Temp Files, better call Temporary Files are associated with IE / Internet.
Whenever you connect to net and access webpages. The webpages (images/scripts/cookies) are locally stored on your system after loading on to your browser window.
The locally stored files are stored in a seperate folder called "Temp Folder". The Temp folder can be found in you system at C:\WINDOWS\Temp
Try clearing up your Temp folder time to time by right-clicking on the IE icon on the desktop - Properties - Delete Files.

temp file it's come from internet explorer ... it's save the website file's ... to make the website come more faster in next time u visit it ...
if u want to delete it go o internet explorer then setting > internet option ....
or go to start> run > write "temp"
