Technically? No one really invented the internet. There WERE a group of people behind it. It started with colleges and labs. They needed ways of transfering their test results to other people. So, it began as a network of a few computers (like 3 from different labs). They were very slow but they were able to transmit data. Over time, computer became faster and more widely available. More people joined the network and then more networks appeared (like USEnet). Now, we have a fully functional large "network" of tons of computers all talking to each other. The thing that has really changed is the way they do it.

The Defense Advanced Research Projects Agency, or DARPA. headed by J.C.R. Licklider.J.C.R. Licklider, articulated the idea in his January 1960 paper, Man-Computer Symbiosis.
"a network of such [computers], connected to one another by wide-band communication lines" which provided "the functions of present-day libraries together with anticipated advances in information storage and retrieval and [other] symbiotic functions. "
