Skype allows you to send an SMS to anywhere in the world.
But every service I have ever used always comes up with a warning that your SMS might cause the recipient to get a local charge to receive the SMS.
So I guess it all depends on the service your friend has there.

It all depends on the phone and the carrier. I have a Blackberry. It allows me to send SMS to any Blackberry, anywhere. You need to find your friends carrier. Most will allow you to send free text messages via their website. Check there first. Other then that you can use your email browser and email to their telephone number. I hope this helps.
