Yeah they were part of the set, the set designers thought the forest looked bare and fake, since it was on a soundstage. So they borrowed several exotic birds and animals from the zoo to fill it out and give it a realistic feel. The supposed hanging man that can be seen in the forest in actuality is a large bird flapping it's wings.

These are parts of the atmosphere. But if you want to know about the goofs in this movie, go to IMDB.com. You can find out a lot about most movies that were made and most actors, directors, writers, etc. Here's the site of the goofs in Wizard of Oz (my all time favorite movie).

Its part of the design. There were dozens and dozens of exotic birds utilized in the background of hte movie. They're easiest to see in the Forest scene.

Try and pick them all out the next time you watch! Its kind of fun to go "bird watching" during the movie.

In the scene where the witch is on the roof and throws the fireball at the scarecrow, there is a huge bird in the background... a stork, I think.

Shadows of set masters .....look again when you see the Cowardly Lion walking about or flicking his tail ..You will see the glimmering of wire that was used to control the lions tail from above........this movie is a classic and I always enjoy watching it with family or friends.....
