There already is a technique to do that.. and it's the only way you ever can do it..

Perfect system would be national referendum,but would you want to live in a society that would behave in a most cruel,callous,and reactionary way.
Anyway I wouldn`t like to sit in front of my button waiting to see what issues were going to be voted on and then abstain.
Better leave it ,it`s the best of a bad job.
Maybe proportional representation could improve existing
election procedures.
Although there are many forms of that one as well......DERRGGHH! DONT KNOW !!
