I am a young new minister, and i am starting my own congregation, but i have no idea what i am doing, what should i start with (on the exception of finding the building)?

ok you need a place to preach first and foremost, then you should start making pamphlets and flyers hand them out or put them in mail boxes and you should have people helping you do that.
