There is a potential of 96V between point A at 48 and point B at -48. How do you get both +48 and -48? Depends on what kind of equipment you have.

Caution: that 96 V can give you a big jolt.

The way I would do it in an electronics lab:
Get 2 portable power supplies. The plus and minus outputs typically "float". They need to be given a reference point.

These supplies sometimes have an optional strap that can go from a chassis terminal to either the + or - outputs. If these supplies have such an option, disconnect the straps. (There may be other straps on output jacks called sense. Leave these connected: +sense to +out and -sense to -out.) Adjust the supplies for 48 V using the built-in voltmeter or connect one: plus to plus and minus to minus. Then turn the supplies off again.

Wire the "plus out" of supply B to the "negative out" of supply A. This will be the zero, or ground reference, of the circuit. Also wire this to the signal ground of the circuit board you are powering up.

Then wire the "plus out" of supply A to the +48 point of the circuit board and the "minus out" of supply B to the -48 point. Now, you might want to go back to the straps on power supply A and strap chassis to the circuit ground point: the negative out of supply A. Then turn them on.

Email me if desired.

Are you asking how you could get a reading of -48 volts from a source through a voltmeter? If so, just use the opposite polarity while tryin to read a DC voltage. This will show up as a negative voltage. The volt is litteraly the potential between two points. It would be like finding the chang in X (delta x) from two points. If you use final minus initial, it is a positive answer, if you use the initial minus the final (2 meters - 25 meters you get a negative number). In an aleternating circuit, the voltage goes from positive to negative but I think that is not the question you are asking. Hope this helps.
