This isn't meant to be a rude question, but I've noticed many Mexicans whistle at each other a lot. Is it just their customary way of catching someone's attention?

I can't say for sure but I can tell you in my neighborhood, where most of the people do not speak English, they use it as a form of communication. I have noticed they have a whistle for "come on up" and another for "The police" and quite a few others. I don't know if this is unique to Latinos but there is my experience in a nutshell.
