There are shops aplenty, but to answer you correctly, there is no outlet malls or stores in Singapore. I can recommend you those in Thailand though, if you are interested.
You do get specialty malls in Singapore, like Sim Lim Square for things computer, Sim Lim Tower for electronic parts, Queensway Shopping Centre for sports gears and jeans, Peninsula Plaza for sports and jeans, and shopping centres everywhere screaming sales every now and then.

Flash and Splash in Ion sells Roxy stuff, There's a Vans store in Vivocity ,Roxy outlet at Raffles city and Marina Square. Um, I don't know what Volcom is, sorry :( Vans Reg. Vivocity is definitely the best! You can take the MRT towards Outram and then Harbour Front and VOILA! You'll reach Vivo in no time. Or you can just ask around.Vivo has many stuff to look at.. from food to the cinemas ... Or if you want more, Orchard Road is good too. You'll just need to take the MRT to Orchard and you can shop till you drop. There's Takashimaya, Wisma , Plaza Singapura,
Cineleasure,Far East, Tangs and stuch.. SO enjoy shopping!! (:

We have a whole road called Orchard Road that you can shop from morning to night. If that's not enough, we have shopping centres in the heartlands and a new shopping mall near Sentosa called VivoCity. Happy shopping!
