A group of neo conservatives who include Karl Rove and Dick Cheney rule the White House. They believe that America is the only real power in the world and that using and abusing the military is the best way to promote foreign policy goals. According to their political philosophy, diplomacy is for wimps. Their main goals are to "spread democracy" and protect American and Israeli interests in the middle east. The decisions they reach are not as sound or wise as the random ones that might given by Magic 8 ball. These neo cons are driven by an ideology that is irrational at its core. That's why when you look at what US has done over the past 6 years, it just doesn't make much sense.
